I think it was how unatainable he was to her. And then later, getting saved from Crowfeather in Starlight. Though, honestly, I haven't read the New Propehedy arc in a while, so I may be wrong. I do know it all starts in Starlight though, and there was sometime (maybe in Dawn) where she regrets not getting to find true love, or something like that.

NO NO NO EVERY ONE HERE HAS IT ALL WRONG. ALLOW ME, A LONG TIME CROWXLEAF SHIPPER, TO EXPLAIN CROWXLEAF. some of this is headcanon, but if i get info from Crowfeather Speaks wrong, then correct me please.

Leafpool and Crowfeather noticed each other on the JOURNEY. it is more than likely crowfeather was very brave and showed leadership qualities on the journey because at the time, he had the mentality that he will be the best windclan warrior he can be until he dies and joins feathertail, so he did his absolute best in leading his clan during the journey. leafpool only knew crowfeather through squirrelflight, but it is more than likely that during the journey, she noticed him because squirrelflight talked to her about him (because she told leafpool more details about the journey possibly?). so headcanonly speaking, leafpool notices crowfeather on the journey, she sees a side to him he rarely shows: he cares deeply about his clan and he has a soft side, and he also honorable, etc. And ALSO headcanonly speaking, crowfeather notices leafpool for her kindness and open heart to all (didnt he mention her kindness in crowfeather speaks? i forgot the specifics of that short story...). So crowfeather sees her kindness and how her being thunderclan didnt stop her from helping anyone who needed help. but then part of me thinks part of crowfeather saw some of feathertail in leafpool? and because of this, he tried VERY hard to throw away his new budding feelings for the kind leafpool (which is why he was so "mean" to her. like that is literally the ONLY thing that people complain about: "ooh crowxleaf came out of nowhere on crowfeather's end." but NO!!!! he already explained it in the books! he was only "mean" to her because he was trying VERY hard to hide his budding feelings for her!!!!). And then leafpool learns about the whole crowxfeather thing and begins to see another side to crow: he is hurt and has a broken side she wants to "fix." this only deepens her curiousity for him. and his budding feelings for her in turn also grow deeper because he needs her kindness but he is conflicted because he feels loyal to feathertail and her memory.
