More opinion than fact, but here's what Su Said:

To be true, I'm not sure if the Brokenstar thing really was a punishment at all. I always imagined Molepelt jsut beeing pretty mad because he felt guilty for a lifetime and still feels guilty in StarClan for driving out SkyClan, so he things of every bad thing as punishment. But thats just my thought, becuase I also saw no sence in punishing the descendants of the cats that did the wrong thing.

Yeah, but it didn't cause Riverclan much pain and suffering, not nearly as much as Windclan or Shadowclan.
