I really don't understand why people call characters like Millie or Dovewing a "replacement". Dovewing I definitely don't understand. Just because the Erins couldn't think of a power for Hollyleaf (which is still a rather pathetic excuse if you ask me), that doesn't mean the new character with a power automatically replaced her. It only means that we have a brand new character filled in for that plot, with a new story for this character, and new things to read about. That doesn't mean she's a replacement.
Same with Millie. She's not a replacement, and it's okay for Graystripe to move on from Silverstream. Besides, Silver approved of their relationship anyways, and she was mature about it unlike Spottedleaf. Yes, they're both silver tabbies, but that was a coincidence, and Vicky's co-worker has a cat called Mil Wall, and she promised him that their cat can be added into their series. Therefore, Silverstream and Millie are completely different characters.
I really don't get this "replacement" argument. In my opinion, it just means that we have a new character to read about. Besides, Hollyleaf's plot twist for her story was excellent and I personally enjoyed reading about her, and I don't think she would have been good for the Three anyway. She was much too focused on the warrior code and she had an unhealthy obsession over it. Hollyleaf's story is fine the way it is, really.

Except Graystripe apparently didn't move on if the last hope is anything to go by.
And the Erin's reasoning for Holly is just...there's honestly no other way one can really see that lol.

Well, with Dovewing I see why people view her as a replacement. Instead of trying to work in a power for Hollyleaf, they 'killed' her off before immediately replacing her with Dovewing and no one cared. Jayfeather and Lionblaze just moved on and started wondering which one of Whitewing's kits would replace Hollyleaf in the prophecy.
