Blackstar did a good job bringing shadowclan back to its glory and rebuilding it. Some of Leopardstars decisions later on were questionable but she walkway thought for the better of the clan.

Yes and no. I never did forgive them, and I didn't particularly like them. However, I won't ignore the fact that Blackstar proved to be a strong leader of ShadowClan. Leopardstar was an okay leader, but she didn't really redeem herself in the end.
What bothered me most was how hypocritical Blackstar was at times, as if he completely forgot all the things he had done himself before becoming leader. I won't argue that he wasn't a good leader, he was and most likely was ShadowClan's best leader in the modern Clans. But he himself was not a good cat.
Leopardstar on the other hand...her attitude in general bothered me many times. And to be frank, I wasn't really all that sad when she died--Mistystar is a better leader by far compared to her.

Considering that I love both to death, I'm gonna say yes.
Blackstar and Leoprdstar both did rebuild their Clans. It's been mentioned in The Darkest Hour that TigerClan (The fusion of RiverClan and ShadowClan) cats were sick and not well fed.
Leopardstar is a bit more tricky, as her Clan didn't need rebuilding as much as ShadowClan did, however, in the end I found her to be a beneficial leader. Unlike Blackstar, we've seen remorse. Maybe it's because we never got a POV from a during-Blackstar ShadowClan cat (besides a bit of Flametail), we've never got to see much from him or his perspective, but in Mistystar's Omen, Leopardstar did blame herself for Stonefur's death.
As for Blackstar, he's much easier to forgive considering the contributions he made for the Clan. He became their new leader and helped them after their hope was vanquished. He rebuilt ShadowClan back to how they were in past times.
In the end, I forgive both though.

I believe Leopardstar deserves forgiveness. She knew she made a mistake when she let Tigerstar control her Clan.
Leopardstar realized that she may be making a mistake as we read about how uneasy she was starting to feel when ShadowClan cats were building a hill of bones from dead animals.
In the end, Leopardstar knew that she was too late to go back.
Leopardstar knew she couldn't order Stonefur to do anything because she was too late to go back. She looked like she knew she made a mistake, but couldn't do anything to fix it right now.
Now, I can understand where Leopardstar was getting at from here. No. I do not believe it is right to kill the half-Clan apprentices because they may make the Clans more weak. But I understand why she made Stonefur follow Tigerstar instead. Leopardstar is a leader RiverClan needed. If she stood against Tigerstar, he would have certainly killed her like he had killed Stonefur. If RiverClan's leader died, Tigerstar would have certainly taken control over her Clan. RiverClan would not have had a choice. You need a deputy within a few hours after the leader or deputy has died; that is stated in the warrior code. If Leopardstar died right there, Blackfoot or Tigerstar would have taken over RiverClan. I doubt they would have let Mistyfoot become deputy because she is half-Clan, and we know that Tigerstar hated half-Clan cats.
In the end, though, Leopardstar agreed to fight for the Clans when Scourge wanted to take over the forest.
Leopardstar developed a lot since the original series and she has redeemed herself. She looked like she genuinely regretted letting Stonefur die, especially in Mistystar's Omen:
See? Leopardstar may be a fierce, mean character, but deep down, she's a sweetie. She even called Mistyfoot/star as her own daughter! That shows that she has a good heart.
Leopardstar regrets making the mistake of joining ShadowClan, combinding her Clan into one as TigerClan. She regrets letting Stonefur die, even believing that she doesn't deserve that forgiveness. Can you imagine how that feels? To feel that guilt each and every day, knowing that a life is gone because of you, that you can never bring back? The remorse that haunts you each and every day?
But Leopardstar redeemed herself. She loved Mistyfoot/star like her own daughter. She made her Clan strong again. And she joined the Clans to fight against Scourge.
I will forgive Leopardstar for watching Stonefur die without helping. She was powerless and could not do anything to help him, and RiverClan needed her. There are, however, some things I will not forgive her for, like when she tried to kill Fireheart. But I do believe that she is a good cat, and that she deserves StarClan.
However, I can't say much for Blackstar. I do believe he's definitely a good leader for ShadowClan, but I don't know if he felt remorse for killing Stonefur. I'm not sure if I will ever forgive Blackstar for killing Stonefur, but he definitely redeemed himself by making ShadowClan strong again.

Blackstar essentially kicked off ShadowClan's golden age. However, I hate the way he handled the Sol situation. Aside from that, he was pretty decent.
The same cannot be said for Rowanstar.
