One of my homework questions are "What percent of eligible voters actually vote?" And in the book it says "Less than half of eligible voters actually vote." My options are 25%, 50%, 75% and 100%. Since it says less than half I'd assume it to be 25%??? But,,, "Less than half" has me thinking something like 45% Am I over thinking this?

honestly it probably is 25% i'm sure much more people register (bc it's really easy to do), but don't go out to vote

well the answer actually depends
25% would be about right in an off year, but in a presidential or midterm election it would be significantly higher.
