I believe it's all three... because they're designs vary to both cats, dogs, and foxes.

@ Lyoko: That's actually right! Some of them are based around all three and then some are just based on a cats and foxes. @theelittleghosts: For a few of them it is actually just a mix of cats and foxes, but some of them have dogs in there too! Yay.
(I'm too obsessed with you on this site... OH GOSH THAT SOUNDED WRONG)

I believe it's all three... because they're designs vary to both cats, dogs, and foxes. It is actually! Almost all of them have all three in their origins! In fact I believe Leafeon is the only one that doesn't have dogs referenced in their origin. Espeon's is debatable 'cause of one of the things it is based on having various descriptions.

Sanders vaporeon or glaceon, flareon, and jolteon, right? Yeah actually I think that's what they are. Before Glaceon was around it was Vaporeon and I still believe it is 'cause of its typing, but Glaceon is also an option.

all three
and I think there's rabbit influence too (especially in Jolteon and Sylveon) even if they're not outright based on rabbits
I think I read that they were officially more fox than anything else? but Espeon is based on some kind of mythical cat thing (nekomata?) and Vaporeon and Leafeon really look like cats…and Flareon and Umbreon look like dogs
