some biased cats who make mistakes and do things that aren't for the good of the Clans
maybe the recent medicine cats/leaders who happen to notice each particular death?
so like Yellowfang and uh I don't know Spottedleaf saw Ashfur die and were like "poor guy I know how tough romance troubles can be"
and some jerk (Raggedstar? when exactly did he die in comparison to Brightflower?) saw Brightflower die and went "uuugh she was so mean to Yellowfang how dare she" and banished her to the Place of No Stars
I find this...slightly less bad than the answer "the Magic magically sees the good and evil in the cats" just because then it's down to particular cats being jerks instead of Magic dictating that a cat who's insufficiently happy about an injury is Evil
