Potential spoilers for The Broken Code and Omen of Stars Anyway, in Dark Whispers, Ivypaw is training in the Dark Forest and is learning moves to fight in water. They train in the dark slimy water of the Dark Forest and it doesn’t kill them. However… In The Broken Code, Bristlefrost and Ashfur die permanently from the effects of the dark water. So my question concerns that dark water. Does the affect of the water change because the dark forest was being destroyed?

I believe it's a failed constancy thing between the writers. I doubt the new writers ever read the books or doing the bear minimum to read what actually happened (looking at the failed writing of Redtail's Debt). They may not have realised that Dark Water was harmless but knew it was a thing that existed and utilized it.

Isn't it implied that Ashfur's corruption was causing the DF to cannibalize itself and slowly become a void of non-existence? I might be mis-remembering but I thought that was why the water changed.

Retcon I assume. Another thing: Rootspring falls into the water more than once, and doesn't Darkstripe too? But when Redwillow (or whoever fell in) died immediately... alongside Bristlefrost.

I wouldn't say it's a retcon or inconsistency. Snowtuft mentions that ever since Ashfur occupied the Dark Forest, the entire place had changed and it's borders shrinking, so I don't think it's too unreasonable to assume the water changed considering Ashfur's sheer power and how the Dark Forest amplifies your negative thoughts.
Ashfur, Redwillow, and Bristlefrost died because they couldn't get out of the water, it being much deeper where they perished. Rootspring and Darkstripe being able to live simply because they got to escape.
