Curlfeather by far. we have little to no idea as to why she acted so irrationally excluding the fact that she craved power.
Unlike sandgorse who just made rude remarks and believed that their child was "useless" for not following the path Sandgorse wanted him too. Curlfeather took it a step further by resorting to lies and exploitation.
Dont get me wrong sandgorse is awful and his behavior was highly cruel as well. But Curlfeather just takes the cake for me.

I was actually thinking of making a Rainflower vs. Curlfeather thread in the past since they're both cruel and exploitive but honestly these options are better in hindsight. DON'T MEAN TO COMPARE THEM AS MOTHERS BTW. Just find it interesting how their tactics are so similar at the core.
Anyways Curlfeather has my vote here.

Sandgorse. He’s a manipulating, toxic mouseheart. Way to make your son feel like he’s not worth anything. I was glad when he died, not purely because he was dead, but just so Tallpaw could make his own decisions in life. Unfortunately Tallpaw chose revenge instead (eye roll).

On the surface, it seems like sandgorse. You can tell he is a horrible parent when he is alive, but curlfeather is manipulating behind the scenes and we don’t find out her true intentions until three books after she died. Still, the latter is way worse.

Curlfeather there as absolutely no competition. I mean, I get Sandgorse was bad, but no one can match Curlfeather I swear to Starclan I hate her so much.

Serious, though, Curlfeather’s actions were bad, but at least she cared for Frostpaw when she could, and sacrificed herself to protect her daughter when the dogs came running. All Sandgorse did was blame and berate Tallpaw about his heritage and pressure him, and didn’t save Tallpaw when the tunnels collapsed (he was already in there, Sparrow dragged Tallpaw out). And Sandgorse was also a bad mate to Palebird.
I mean, Curlfeather’s actions are more jail worthy, but Sandgorse is way more toxic.

So true @ the above post. I also wanna mention that even in the very scene that curlfeather's role in reedwhisker's death is revealed, she only really seems to get impatient with Splashtail once he starts insulting frostpaw and I feel like that's also telling. from what I remember of TR I can easily see sandgorse just joining in on picking at tallpaw in a similar (but probably less murdery admittedly) situation
edit bc I forgot: also feel like it's worth mentioning that not only was curlfeather willing to sacrifice her own life for frostpaw's right as her plan was about to succeed but she also did it with the knowledge that she'd likely go straight to the dark forest afterwards. I've seen people suggest that her final act was a desperate attempt to get into StarClan, but unless something changes next book, curlfeather knew what the consequences of her plan would be and according to Riverstar was just willing to pay that price anyways.
