Definitely an unpopular opinion, but I like Tigerheartstar the best.

Leafstar is the only leader so far, after joining the lake clans, to have any actual common sense, outstanding leadership, and no clouded judgments based on the repeated cycle of idiocy from generations of ridiculousness that's circles the current clans. Her outsider pov is definitely doing her more favors, and keeping her 1 step ahead, even if she seems like she's 2 steps behind to most.
Harestar is right behind her, whereas he doesn't have the advantages that Leafstar has, and isn't as hardened as her, he is more level-headed, but isn't a pushover either. I think the only reason though that he seems more appealing is because he's a much more functional leader than his predecessor, which was Onestar. And when expectations are that low, I don't think he'd do worse tbh. WindClan definitely seems like they're fairing much better under him though, but he hasn't done much to stand out yet, so here's to hoping he gets some focus eventually.
Bramblestar is good leader, he doesn't let bias control his choices, he tries to be equal on everyone, he also knows when to intervene on problems. However, due to unfortunate circumstances, as of the latest arc, he seems to be falling off more, which is disheartening. I don't think he was an excellent leader, but he certainly wasn't a bad leader, but he does need to choose his deputy better, that's for sure. I think retirement is coming for him soon, so I do hope he makes the right choice on who will take up his mantle. I will say this though, it is nice to see how understanding he is of younger generation cats, it shows how empathetic he can be.
Mistystar is an "okay" leader, I don't think she really stood out much as a deputy, and in her time as leader she didn't stand out much either. Her most notable moments weren't exactly good, if anything they were even detrimental because of her lack of clarity. However she's definitely deserved better in the end, even if she was a "lackluster" leader, RiverClan seems to have gone through a long halcyon period where they didn't have many issues until recent arcs like AVoS and TBC. I do think though, that whoever the next leader of RiverClan is will probably stand out much more and be much more efficient, a similar effect that WindClan is going through right now.
Tigertwo, is easily the worst of the three, whereas the previous options range from excellent to okay and decent, Tigertwo is quite possibly the other far end of terrible. The way he acquired such a position was unworthy, let alone how he became deputy tbh. He was utter irresponsible from day one, breaking the code in secret, running away from his problems, abandoning his clan in their most dire times of need, and then expecting things to go smoother when he became leader. He also throws his weight around, using his position to practically bully other clans, and start conflicts that could easily be avoided. He disrespects seniors, he should really learn a lesson or two from Harestar tbh. And has been so painfully bias, even the other clans have started to exclude him. His way of leadership is nothing but trouble and overspilling with bias and reorganization, the only saving grace is his own deputy who arguably does a better job than him in the little scenes she's in. Your clan should come first, the needs of the many should outweigh the few, and if you're not ready to make decisions like that, then you're not ready to be a leader. His behavior is the equivalent of a kit throwing a tantrum half the time.

Leafstar, to be honest, I either find the other's annoying or I don't really care for them.
I remember I used to hate her though, I even drew a lot of fanart(not even mean fanart of her tho, I just drew her) of her because I hated her so much in AvoS. Looking back on it she didn't even do anything bad though.
I just like that she thinks about things and makes cool decisions and isn't overly defensive. She actually makes for a really good leader.
