Oh that's an interesting one.
Both DF trainees, both kin to great warriors, both pretty important characters.
If we go by OotS, I want to say Ivypool has a better shot. She was a great fighter back then and was respected more by the DF cats than Tigerheartstar which makes me think she was a better fighter.
Seeing the regards Tigerheartstar gets in AVoS and in TBC, and seeing how Ivypool really hasn't done many impressive things and might have even lost some of her touch after >6 months in the nursery (though her kits are already warriors so I don't think it matters too much), I want to say Tigerheartstar takes it.

Ivypool. Tigerheart has no impressive feats of combat. Ivypool is a little overrated but she was still regarded as a prodigy by Hawkfrost, took on multiple foes in the DF battle, and generally has won quite a few fights unlike Tigerheart.

Ivypool. She's proven her worth time and time again, and there's no doubt that she's an excelling fighter and would probably use Tigerheartstar to mop the floor.

Ivypool. I don't even count Tiger's fight with the Impostor since he was letting himself go over his depression that Squirrel still didn't want him. He wasn't in the best condition when Tiger "defeated" him. And then when the Impostor got his bearings, still injured mind you, he clapped Tiger so quickly after his reveal, that other cats had to separate them. -As Ivypaw, she took on Ratscar, and Blossomfall later backs her up -She easily defeated Starlingpaw and was holding her own in the Shadow vs Thunder battle -Cinderheart reported to Firestar that she was a good fighter for her assessment -She has night battle skills thanks to her DF training and uses it in her practice session with Brackenfur -She defeated Antpelt twice, both in 1v1 one battles -She also defeated Thistleclaw, even though he's a sore loser about it -She easily defeated Breezepelt to protect her sister, and Dovewing commented on her skills -Her DF training, in general, has taught her fighting techniques even from other clans; water training, tree lunging, night fighting, etc -Hawkfrost considered her a prodigy, both Brokenstar and Tigerstar acknowledged her skills, and even Mapleshade wanted her to fight by her side during the DF battle -During the final battle she defended herself in a 1v3 situation before Hollyleaf showed up -And even after, she held her own against both Thistleclaw and Snowftuft in a 1v2 -She was part of a patrol that easily defeated Kin members (granted some were kittypets) -In BrS she helps defeat much more aggressive kittypets, and Bramble notes how well she taught Snowpaw -She knows how to disarm badgers, and later is shown tag teaming one with Snowpaw -And she was also part of a patrol that defeated and actually killed a wounded trapped fox Ivy at least had a few on-screen victories under her belt, and actually is shown to be a clever thinker in battle, along with having skills that even she herself finds too terrifying to use. Ivypool for sure would win in a 1v1 against Tigerheart, if you don't count his 9 lives.
