Who is the better written villain? I think they're both pretty bad, but I have to admit Mapleshade has valid reasons to be evil. She was "betrayed" by her Clanmates, the cats she loved, and her kits drowned. However, I feel like Tigerstar's plans worked out a lot better, he almost destroyed all the Clans, and almost succeeded.
Idrc if they're not comparable tbh.

Both are written perfectly but I prefer Mapleshade, I just watched The Devil Within Mapleshade MAP again today and I was reminded of how she’s such an awesome and terrifying villain, the queen of the Dark Forest

I'm not a big fan of Mapleshade, she's a neat villain but she's not the best. I do like Tigerstar as a villain and I'd say he's written better if TF wasn't a thing but TF is a thing so I think he's written only a bit better than Mapleshade.

Mapleshade had a horrible story and reason to be driven to madness. She was fine a few seconds ago then was exiled by her Clan, betrayed by her Clanmates, her kits died, her mate cheated on her, Darkstar rejected her, and was thrown under the bus whitout being given a drop of sympathy. She created half of the villians and then targeted kits so their mothers don't have anything to fight for. She's a cold and manipulative villian that gives the books life.
On the other hand, Tigerstar was also amazing. He always found a way to be a threat, and, hypocritally, broke his own rules when he went against half-clan cats and traitors despite being one himself, and training his half-clan son. He's so interesting, especially being a good liar and very manipulative.
They are both good villians in their own way, altough if i had to choose, i would say Tigerstar.

Mapleshade. She had an awesome backstory, the only thing wrong was that she kept popping up everywhere.

Tigerstar. But he really didn't need to come back during POT and OOTS. Mapleshade has the same issue.

They're both for different people.
Tigerstar is for people who want to see how evil a villain can be. Him manipulating RiverClan, assassinating "half-breeds", being coded Hitler, it definitely invokes the feeling of tyranny. It's a dark lord-esque villain.
Mapleshade is more of a revenge story. It's a poignant, hate-filled story about a person who is willing to do anything to serve themselves justice.
It all just boils down to preference in the end.
