Some cats get abilities, but others didn't?
Like, the prophecy got their abilities, because they're reincarnations, and born to stop the Dark Forest or whatever, right?
However, why did Yellowfang and Goosefeather get powers?
Are they reincarnations?

Simple: plot reasons. Or at least it was in Yellowfang's case. Her power was just so unnecessary. Squirrelflight and Leafpool also had telepathy going on between them, but it was very rarely used.

Oh yeah, I forgot Squirrelflight and Leafpool's ability...which they pretty much only used to cure Tawnypelt of her rat bite, and to find out where Squirrelflight was, but other than that, nothing that I can remember.

Yeah, those were really the only significant moments. I think it was also used so that Squirrelflight would have another reason to not trust Hawkfrost besides learning he was Tigerstar's son since Leafpool already didn't, but the way it was handled was just really stupid.

I'm really surprised that it wasn't utilized when Leafpool was sneaking off with Crowfeather, and thinking about running away with him.

If Squirrelflight had picked up her sister's symptoms (and especially if she was plump during this time as well), then it at least would've been understandable as to why the Clan believed the kits were hers so easily.

Yeah, that would have made a lot more sense, I wonder if they lost their ability after Hawkfrost died, like, what if the whole purpose of them, was to expose him?
