The Third World War wasn't fought with nuclear weapons, and not even with bioweapons. I suppose the ones who wanted to implement the "Surge" weapons were thinking it was more humane than typical warfare. They were unassuming little pieces of tech, the Surge weapons, cubed-shaped and not much smaller than a tennis ball. Secretly have a few of your agents sneak them into an enemy country in key cities and areas, and the whole country's power would be permanently cancelled out in a matter of minutes. This kind of warfare hit every country that was involved, every large first-world country and some others. Once it was in effect, there would be no hope to regain power in the affected areas for another couple decades.
The Surge still caused injury and massive loss of life, anyone driving a car, anyone on life support, anyone in an elevator. But that wasn't the worst of it. Every nuclear power plant lost power as well, and before anyone knew it North America was hit by the meltdown of almost two hundred nuclear reactors. The only ones to survive after that first year were those in the countryside.
Now North America is stuck in a nuclear winter with absolutely no power. The largest community of survivors is called Wintergate, a town centered in an abandoned remote aircraft factory (sleeping in the empty airplanes inside) with a couple abadoned stores and farms about a mile away. Exposure to the cold isn't the only threat, hungry animals, normal or radioactively mutated, may be desperate enough to attack people, and there's never complete safety from radioactivity for the people as well.

She has a short stylish haircut, almost like a bob with one side longer around the front. While her hair is naturally black it's dyed a deep amber. She dresses sort of classy, or at least she did before the Surge, the red lipstick and classy red dress kind of woman. She used to be a singer and a fairly popular one at that. She's learned to be extra secretive thanks to her former fame and even if her life was in absolute turmoil she would smile and pretend nothing was wrong. She does have her breaking point though and just tries to make sure no one else is around to see her when that happens. She hardly trusts anyone but she keeps herself close to a group since she's near helpless on her own. It's often funny to see her dressed up in a thick, over-sized coat against the cold since she's so suseptive to it. She does want to be useful so she's trying to get on the council if she can.
