I was thinking about making a TES rp but wanted to makes sure people are interested/may want to pitch in ideas.
I was thinking it should be set at least 100 years after the events of Skyrim (to avoid lore breaking), and could involve all of Tamriel (So we would visit all provinces.) And maybe other continents, like Akavir, in certain plots. So say that the empire lost the war with Skyrim. They are in a weakened state and the Thalmor decide to take advantage of this and attempted to overthrow the empire once and for all. Alternately, the empire may pull through and overthrow the Thalmor.
Your character can be any race, live in any province, and support any side (or possibly none.) I'd say you can't claim any existing characters (including Gods), if say a daedric Prince is necessary for a plot, then who ever volunteers first can role play them for the time being. After that, it becomes fair game again for the next time. You choose a class (Battlemage, spellsword, etc) and a birth sign (mage, steed, shadow, etc). So if you chose to be a healer, you could be born under the sign of mage (if you chose so) and have major skills in restoration, destruction, alteration, speechcraft, illusion, alchemy, and mercantile.

Would this rp require knowledge of the games other than skryim or knowledge of the lore outside the games?

I would possibly consider joining something like this depending on how it's set up. Either way, I'm sure I can offer some insight into the creation of a TES rp; I've seen many, and done a few myself, and they always fail for a few very important reasons, some of which I can see in your OP.
The main thing is, as appealing as it is to make the rp completely open-world, where you can be anyone or anywhere and be doing anything, it's difficult to set up a cohesive RP that way. Characters tend to be spread thin across different areas, and are often so irreconcilably different that it's impossible to make one storyline out of them, especially if the intention is to let one develop in the roleplay.
The best way to avoid this is to choose an aspect of the game- an area, faction, quest, or similar concept- which you like. Important for this aspect is that it is detailed enough to give some framework to the rp, but not unique, one-time, or so specific that it's difficult to fit your own story and diverse characters into. Factions, obviously, work well for this. It could be something from the games (for example, the Companions, College, Thieves' Guild, Dark Brotherhood, or Blades), or it could be made-up. You could also focus on a quest or piece of lore, having characters come together for a particular purpose- for example, seeking valuable treasure in a particular Dwemer ruin.
Finally, I would probably discourage you from using the mechanical stats in the games for the roleplay. You could certainly use them as a reference point, as sort of general categories similar to real-world skills, but translating them directly into the roleplay would be a bit meta. For example, in the real world you would never tell someone (unless you're being a huge nerd lmao) that you have high speechcraft; however, you might tell them that you are charismatic. You wouldn't say that someone has a high archery skill, but rather that they were a skilled bowman (or similar phrasing). And so on and so forth. Of course, this is just my opinion; if you can find a way to make stats translate into rp form, kudos to you.
In any case, I'm a bit too busy at the moment to commit to something like this, but I have seen it floating around and felt that it was worth mentioning some of what I said. Hopefully it helps, and best of luck to you.

Sorry I've been busy lately.
carolbrock: I myself have yet to play all the games, but should probably have a basic understanding of the lore both in and out of the game. Nothing super in-depth and detailed would be necessary. No need to be a full blown loremaster.
reikkos: ye it's going to be different to set this up if I do, but that's because I'm always getting caught up with all sorts of things.
𝔊𝔬𝔟𝔩𝔦𝔫 𝔎𝔦𝔫𝔤: That's true. I've been digging dwemer and falmer lore lately so maybe something set in Black Reach, or the Forgotten Vale. I agree that it would make much more sense to not use the mechanical stats for things. It would ultimately make more since to say things like you said. Thank you for your recommendations!

(〃・ω・〃) aah i adore falmer lore!! maybe something revolving around a hidden falmer society? since it's canon that some of them survived, or maybe during the war against the falmer and the dwemer?

I think either one of those could work, but if there is a secret population of falmer a location will have to be determined. Possibly a cave or a small island a little ways into the sea of ghost. Personally I like the idea, a plot would just have to be developed. For the dwemer-falmer war, it would be set completely underground in Black Reach
