OOC Computer, iPad, or iPhone. I don't care if it costs money either, but if it does, I'd like to know if there's a free trial first because I really don't want to pay for something that turns out to not be what I want.

firealpaca is great for single-layer animations since their onionskin is only a glorified overlay feature. But for single-layer frames it's one of the best quality and easiest to learn and it's always free so that's always good. and like blanket pig pointed out you can always just draw the frames separate and edit it in moviemaker or a similar program.

It's not a real animation program, but try Windows Live Movie Maker. All you have to do is speed up your frames. And it's free.

All I can think of is Adobe flash. I use Sony Vegas and paint tool Sai personally but I know it's not the most efficient option.
