Putting aside the whole 'how do the claws stay on the collars/attached to the cat claws?', I have my own theory of sorts.

However they reinforce their claws with dog claws, I think they attach the dog claws above their own cat claws. This way, after the cat claw has made the initial incision, the dog claws 'rip' it open even further, thus magnifying the intensity of the wound/making it more severe.

Just a ~~game~~ theory though

The dog claw would be put above the cat claw or below it.. and then even though the dog claw isn't the best for fighting, the cat being fought would be scared, and the dog claw might just hurt them.

According to the Warriors Wiki, Scourge is said to have claws reinforced with dogs' teeth. He never had any dog claws anywhere, on neither his claws or collar.
