I was rereading the entirety of ASC after completing Thunder and I came across this scene again. Frostpaw thought that it was her mother speaking to her from Silverpelt, but now we know that Curlfeather was denied access to StarClan. But in that case, what was that dream? And if it was really a vision, who was the cat that actually spoke to Frostpaw?

Option B. Maybe it was some other current StarClan cat like say, Leopardstar, who masqueraded as her mother to give her the advice.
Option C also seems pretty likely, though. It could've been just her mind making it up because she missed her mother and wanted to see her so badly.

I dunno why Leopardstar would lie, especially since she also willingly met with Frostpaw as her actual self. Or why any StarClan cat would lie about- Okay, besides maybe to claim that some aspiring mother is barren so she'll raise her sister's kits of prophecy

Option D (not on the poll).
StarClan permitted Curlfeather to speak to her daughter one last time but she was only allowed to say what they told her to before they sent her to the Dark Forest. That is why she seemed so calm. She knew that she had lost/was done. No idea why she apparently had stars in her pelt though.
Yes, I'm aware this is very unlikely but just don't care.

I think that Curlfeather still wanted Frostpaw to choose Splashtail as RiverClan's next leader and since Splashtail would not be an obvious choice she told her to "look beyond the obvious choices". Darkforest cats can visit cats in dreams just like StarClan so it makes sense that Curlfeather was able to do that.

It was mostly a random dream, there’s no way it could be real. Curlfeather’s a Dark Forest cat, not a StarClan cat, and Frostpaw herself has said multiple times that none of her visions or dreams felt real until the Reedwhisker one. Even Duskfur pointed out that Curlfeather’s behavior in this dream seemed off compared to how she acted in life. But like the dream about all the curled feathers falling, I think her mind took something that she heard or saw in the waking world and put it in her dream, just like what happens in real life, you see something during the day and you’re thinking about it enough and it turns up in your dream. In this case, it was Splashtail’s words. “I guess being a warrior isn’t the same as being a leader,” Splashtail mewed. “Experience might have taught them that the obvious choice isn’t always the right choice.” She even notes during the dream that it was something Splashtail had already said. “Frostpaw stared into her mother’s clear amber gaze. Hadn’t Splashtail warned her, too, that the obvious choice might not be the right choice? StarClan must agree with him.” I doubt it was anything Splashtail planned - he can’t control her dreams after all, he probably just meant the words to steer her towards thinking of less obvious choices, ie a brand new warrior with no apprentice and no experience It just worked out in his favor.
