So, who exactly is the publisher : is it Harper Collins or Working Partners ?
Tell me what are the respective roles of Harper Collins and Working Partners.
Why does in my country (France) the warriors cats books aren’t released under the Harper Collins label but rather the Pocket Jeunesse label? Why would you pass your control over your books to another company?
Who decides what gets written in these books : is it the people from Harper Collins or from Working Partners ?
Why would you have two companies for your books. : don’t you want to keep control over your books, get as much money as you can without having to share it with another company and not have conflicts of interest ?
I’m a teen so I don’t really know how all of this works.

Also a Frenchie here. I don't know the exact logistics, but here's my best guess about the PKJ stuff:
Publishers don't necessarily operate over the whole world. It's pretty standard to sell translating rights to other companies that are locally established. HarperCollins does publish translated books in its own name in France, but the French branch is not as developped. From what I've seen, they mostly carry educational stuff and romance novels. The rest is translated and published by other companies. It's probably cost efficient to just sell or lend the rights if your company can't properly develop in the target country, or just isn't all that interested. Less people to pay, less buildings and machines to maintain.

To my knowledge Working Partners is primarily responsible for actually creating the stories for the books. The individual writers such as Kate and Cherith actually don't have much control over the narratives, even down to the character's names. The ideas for each book are created by the editors at Working Partners and then those ideas are drafted into novels by Kate and Cherith.
Harper Collins mainly acts as the publisher for the books. Working Partners works with them because HC can market and distribute the books a lot better than they can, which also frees up WP to focus on writing the books. They might lose some control over the series but I would imagine it is a good price to pay to not have to worry about distribution.
I might have gotten some things wrong here but I think this pretty much explains it. I hope this helps.
