A tom, not from the Clans, has siblings, is dead, does believe in StarClan, was not born in the Clans, is in StarClan, was not alive before TPB, does not have kits, was not alive during AVoS, was not alive between TNP and OotS, is not a loner, did not appear in any field guides, did not grant a leader one of their nine lives, does not have a Clan name, is not a rogue, died before they were 6 moons old.
The question you asked was sorta already answered, because he's not from the Clans.
