This isn't based on favorites, but how well the leader led/leads their Clan (ex.: what decisions/how logical decisions were made when troubles came, if they led their warriors into unnecessary battles, etc.) Please keep the debates friendly
The first one that comes to mind for me is Crookedstar, then Bramblestar (pre-tbc) and Bluestar. For the latter I'd have to reread early books since I don't remember much of her

Leafstar. She constantly proves herself to be far more pragmatic and logical then any of the other modern leaders. She thinks things through and goes on what she decides to be the best course of action for her Clan. She never instigates fights she doesn't need and politically speaking she's rather well adapted considering she's from a non-Clan background, and her outsider insight (again her non-Clan history and SkyClan's isolation) gives her a different perspective on matters the other four simply don't have.
She has such a low tolerance for bullshit and doesn't let anybody push her or her Clan around, I love it. A firm, but fair leader.

Sunstar. Although he did not lead the Clan for long, I thought he was a gentle, rational, determined and charismatic leader. Besides, I like the RiverClan very much, so in RiverClan I think Crookedstar is also a great leader.

I'd like to think that Firestar truly led an age of progression during his reign. He tried his best to keep out of unnecessary battles (barring one... *cough* Ivypaw... *cough*) but also Thunderclan never lost a single battle under his leadership. He played peacekeeper but also didn't let the other clans push him around too much.

My top three are:
1. Firestar (he's my favorite character but also was indeed an excellent leader who always tried to help others and keep the peace but was never afraid to fight for what is right either) 2. Leafstar (she's another fav of mine but is really a great leader with how she led modern SkyClan through their hardships after their former home at the gorge was lost and how she is interacting with the other Clans and their leaders at the lake territories) 3. Shadowstar (yet another fav but also a good leader who always thought things through and acted calm and rational in the face of danger)

Leafstar was trained by Firestar, and it definitely shows in her leadership style. Bluestar was also great for 90% of her leadership until her mental decline.
Also lol at people picking Crookedstar. I love his story as a character, but he was kind of a weak leader and let his clan get pushed around too much by others (mainly Brokenstar and Tigerstar) in the name of peace.

sunstar, riverstar, leafstar, hailstar, and cloudstar!! all great cats, some of which had / have very difficult leaderships, and others that had / have upheld peace and prosperity in their clans.

Besides Firestar and Leafstar, I think Tallstar and Sunstar were strong and capable leaders. Tallstar held his Clan together during exile and resisted TigerClan alongside Firestar. Sunstar managed to repair ThunderClan’s reputation after Pinestar’s betrayal and won Sunningrocks all with his words, without spilling a drop of blood.

I beleive Leafstar takes first place for always putting her Clan's needs first but also being open to others. I was doubtful at first, considering she came from a non-Clan background, but she proved herself worthy of the title. She remained neutral in the fight between Stick and Dodge, solved the daylight warriors debate, gave Sol the right treatment after he stole her kits, pulled through the deaths of Billystorm, Stormheart and Firefern, led her Clan through exile, apointed great deputies (Sharpclaw, Waspwhisker and Hawkwing), allowed Twigbranch to switch Clans when she felt she had to,had the dignity to leave when she felt there was no place for them at the lake and stood on the right side in the battle against the impostor. My favorite Leafstar scene was when she pretended to punish Kitescrath but actually declared SkyClan would fight alongside ShadowClan and the rebels. Another great example of a leader is Cloudstar, who led his Clan to the gorge in search for safety after being denied territory by the others. I think he was right to defy StarClan, who didn't lift a paw to help. SkyClan sure has got great leaders! ahem...(Clearly not mentioning their founder...)
