It is probably Ashfur, as there isn't really another character who has such an obsession with Squirrelflight.
But there is something strange when it is really Ashfur, because certain actions from the imposter doesn't fit him, at least in my opinion.
I mean, why does he make the warriors eat before the elders? What exactly does it achieve? Besides, Ashfur should know why the elders eat first and how important that is for them. After all, he grew up in the clans and as far as we know, he never dislikes elders. It would be really risky for him to neglect the elders like this, especially since they usually get sick quickly. His foster brother is even one at the moment.
Even though Ashfur did bad things, but he wasn't completely heartless. For example, he was one of the cats who spoke out in favour of helping the tribe in Outcast.
Then there would be this short conversation between Squirrel and the imposter.
What he says sounds off to me. He is so dismissive to the way of life and importance of the warriors, especially to their tasks. Ashfur was raised in the clans, so would he really say something like that? (I probably missed something, so please correct me.)
I probably read too much into those scenes and the imposter's behavior.

A character that I would appreciate as the imposter would be Sol. (But you have to disregard the imposter's obsession with Squirrelflight.)
He hates the clans and the warrior code. His last appearance particularly emphasizes this.
What he says sounds exactly like what the imposter could be trying to accomplish.
Then there is the codebreaker list. The book gives us a possible reason why these cats were chosen specifically. The imposter or whoever made the list hates these cats and means them harm.
Both Ashfur and Sol have reasons to hate these cats ... (Well, more or less. I'm not really sure what Ashfur has against Dovewing, Mothwing and especially Twigbranch, since the first never knew him, the second never spoke to him to our knowledge at least and the third one probably never heard of him. Maybe their connection to Tigerstar's family?
Or what Sol has against Mothwing, because they never interact with each other as well. Idk

Then there is the thing with SkyClan and why nobody of them is present on the list. At first I thought this was a big problem, but when I thought about it more closely, I found a possible explanation.
The "codebreaking" by the cats on the list are already well known incidents for the clans. However, SkyClan only returned some time ago and Sol has not been with them since he met them. So he wouldn't know about any incidents of them (as long as these have not been made public in any way) and if he made some up, SkyClan would probably notice this and would conclude that something isn't right about the codebreaker prophecy.
But as I said, in this case you have to ignore the imposter's obsession with Squirrelflight, which is a big part of his character. And there is no evidence that Sol has a crush on her.
Well, I hope Sol appears at least in this arc, otherwise it would be a missed opportunity having an arc focusing on the warrior code without him.
