Both cats clan-hopped because they wanted to be happy with Twigbranch and Tigerheart. However, why do you think fans react differently to their situations?

People will piss and moan about it but at the end of the day, I think cats deserve to be where they’re happy and if it’s with their new Clans, then good for them.

With Finleap, he was young and naive. He's also apart of SkyClan, out of all of the clans they have the biggest cultural difference. They're not used to being around other clans, they don't know that it's frowned upon to clan hop, especially considering the circumstances he grew up in. The real problem is the reason why he left. He left for a girl, and because he overly admired ThunderClan, he was too young to be running away the way he did. He also thought that his only reason for being in ThunderClan was to have kits with Twigbranch one day, which is because of his lack of guidance. This only really lasted for two books.
On the other hand, Dovewing has had an on and off relationship with Tigerheart since the first book, after the two bonded during the beaver mission. They both are aware that they were breaking the rules, and there were even several instances where Dovewing had to be reminded that cats from different clans need to be loyal to their clan. Not only that but her naivety caused trouble, like Ivypool being taken hostage in exchange for herbs, herbs that she told Tigerheart about. Not to mention Tigerheart was training in the Dark Forest, and instead of heeding her sister's warnings, she accuses her of trying to steal him as a mate. There's also the fact that she dragged another cat into her romantic issues, Bumblestripe, leading him along then leaving him high and dry. She breaks it off with Tigerheart like three times before running back to him. They openly were shown being close to one another while Tigerheart was in ThunderClan, and then even got caught together by and apprentice sneaking around.
Everyone thought this romantic issue that dragged on for several books was going to end after she got with Bumblestripe, but it didn't.
We thought it would end after she broke it off with both Bumble and Tiger, and stay single, but it didn't.
We thought it would end with her finally just moving to ShadowClan so we don't get her shoved in our faces during the narrative, but it didn't. Instead, we get an entire SE where she's shown betraying her clan and keeping it secret that she was pregnant with a ShadowClan cat's kits. Instead of just moving to ShadowClan like Tigerheart wanted she decides to leave the territories altogether, putting her own kits in danger, and manipulating Tigerheart emotionally to come after her. Which eventually led to ShadowClan falling apart because they lost the only stability they had left.
Dovewing and Tigerheart's relationship problems dragged on for several books, while Twigbranch and Finleap was only for two books.
Dovewing and Tigerheart had an unnecessary love triangle with Bumblestripe involved, causing even more problems with was frustrating to readers because of the lack of communication. While Twigbranch and Finleap only had issues between themselves and eventually talked out their problems.
Dovewing should have known better, especially because their relationship was on and off, and because she grew up in ThunderClan, she has no excuse for how she behaved and all the problems she caused, unlike Finleap.

Because Dovewing should have stayed single after Dovewing's Silence...Both her relationships were such garbage. The fact DovexTiger was shoved in our faces in AVOS and then the horrible book that is Tigerheart's Shadow came to be...
Finleap was way younger and way more naive. It's just not the same. Dovewing's relationship with Tigerheart is toxic and makes no sense and it's been wrung dry. Finleap and Twigbranch were just young and not even a couple when he decided to move. Besides, look how FinxTwig ended up anyways. Dovewing is just the worst "main" character.

Exactly what Ottersplash said, Finleap did it right away and wasn't annoying about it. Dove should have done the same the moment she and Tigerheart became mates
