Beefur, mainly because she has strong ideas and while she doesn't agree with Owlstar's nature a lot, she is incredibly loyal to the clan. There is also Moosecharge who is very loyal to the clan and code as well and seems to be pretty stable in his personality most of if not all of the time. Both are fairly good candidates for deputy.

I could see Owlstar appointing one of the senior warriors. Heathernose is smart as well as mature. However, I think Oakheart would be a good choice as well. He level headed, liked by most of the clan and could handle the duty that comes with being the deputy.
