Well Beetlewhisker went from the Dark Forest to StarClan.
Even if that's not a good example....
There's when Jayfeather was straying into the Dark Forest from StarClan, they have borders between the two, and a cat can easily stray there and back. But Tigerstar made it clear they'd shred one another if they crossed the borders, so it's similar to the living cats.
Flametail is another example, a StarClan cat that got lost in the Dark Forest and was almost killed again for it. StarClan cats are also not really much different from living cats, they're just dead and receive prophecies. Sometimes even they don't know what they truly mean, and as the three proved, they can't forge everything, even the three were more powerful than them. They can also act like a bunch of kits and put borders among themselves.

Flametail and Beetlewhisker were both dead, lol. Beetlewhisker was killed in the Dark Forest and it was said he'd reside in the Dark Forest forever, but then later Erin confirmed his spirit did go to StarClan, somehow. I wonder how that works. And Flametail was already dead when he wondered into the Dark Forest and was almost attacked by Ivypool, eventually he made it back to StarClan. Also, Spottedleaf, a dead cat, crossed into the Dark Forest, to retrieve Jayfeather, she had to have special permission, that wasn't the only time either. I think another time, was it Yellowfang? Someone took Jayfeather with them to go spy on the Dark Forest. So yeah, they can cross into one another's territory, so it's easily possible for a dead cat to go from StarClan to the Dark Forest or vice versa and be a resident there. However, if they're accepted or not is questionable.

Originally, Thistleclaw was in StarClan but Bluestar chased him away into the df (however now we know that he was always in df). From that I can tell a couple of things, first one being, yes, I think they can redeem themselves/become evil. On the other side though, it seems like it doesn't concern the rest of StarClan. Let's say that Leafbelly was originally in StarClan. But they were viewed as evil by one of the cats and the cat decided to chase them over to the dark forest. They wouldn't have any problems with it, because franky, nobody would care except their family members and such.

I literally stated that now we know it wasn't true and he was always in df, but when Vicky first said that Bluestar chased him out, she was hinting that something like that was possible.

What you said can be taken two ways. The way you said it or by that he was always in the Dark Forest by him also training there.

It would be really unlikely. If you are in StarClan, why would you want to do something evil enough to make you lose your endless hunting privileges and separate yourself from your loved ones to go to the Dark Forest. And the Dark Forest probably corrupts its members to make them more evil, so they would probably stay in the Dark Forest forever.
I'm sure it's possible, though. If a cat became evil the probably would be kicked out of StarClan and if a Dark Forest cat redeemed themselves, they could probably be invited back into StarClan. Perhaps that's how Ashfur ended up in StarClan.

It would be unlikely, but I can't say it is not possible.
For example, someone made a fan fiction where Ashfur got chased to the Dark Forest because Hollyleaf appeared in Starclan and told the truth about what happened… It's something that could realistically happen, with Ashfur maybe lying his way into Starclan…
If living cats who've done horrible things in their lives can redeem themselves enough to go to Starclan (or do enough horrible things to end up in the Dark Forest), then there's no reason that can not happen to cats that are not living anymore.
