Set in 2019 in a universe called 'Danger Days'. After what is called the Fires of 2012, California, and pretty much the rest of the world, is destroyed. California and it's surrounding areas, from what is known, is just miles and miles of man-made desert called the Zones. Although, if you squint hard enough along the horizon, there is a diamond in the rough sand of the Zones. A rather big diamond actually. It's in fact Battery City, a booming metropolis sharply contrasting the rest of Old California. Run by the Better Living Industries (also known as the BLI or BL/Ind), it's citizens of the black and white world they live in call it paradise. Utopia. Heaven.
The rebels call it Hell.
Behind closed doors, the BLI plan for total human control. By the use of pills and other forms of technology, they are gaining control over the population with the promise of 'getting rid of unwanted emotions', 'eternal happiness', and other things of the like. They are truly an evil corporation, led by someone who is quite the same. Nobody is sure of her real name, but most call her the Director.
Now, stepping out onto the Zones, you'd expect to hear just the noise of barren wind whistling across the sand dunes. You'd expect to see just barren wasteland, occupied by an old highway, hills of sand, and various desert plants. You'd just expect to smell the smell of heat, maybe something rotting if you're lucky.
But to your surprise, you hear the faint roar of engines (and in some cases, laughter or shouting, or if you're lucky, gunshots) in the distance, you smell the smell of gasoline and exhaust, and you see either something zooming down the desert/something flickering out of the corner of your eye or straight down the barrel of a raygun, held in a strong grip by someone who was rather... colourful.
These are the rebels. Zonerunners if you will. Ones who know that the BLI are up to no good. Ones who escaped the tight grasp the company has on the population and made a life for themselves in the land that was previously thought to be inhabitable. They dress in colourful clothing to contrast the black and white world of the BLI, they use machines deemed unreliable and of no use by the BLI, and basically do everything to get on the BLI's nerves. They socialize and form groups, kill, rebel, run, live a fast and exciting lifestyle, and fall in love. Of these groups is the most famous of all, the Fabulous Killjoys. Known for making as much noise as they can and making marks on everything they touch and everything that sees them in real life. They have more blood on their dirtied hands than all of Battery City combined. Including the officials.
Take the wheel and go out for a spin. The Zones are under your very fingertips. Crash queens and motorbabies, listen up!
(that's kinda the basics and backstory, i put way too much effort into this when i wrote it rip)

(Frosty I'mma be honest I'd rather not continue. I don't wanna sound rude, or anything, I just like more depth in replies.)
(Soul my last reply for tonight. ^^)
Gaius placed the cold mask on his scarred face, the mask was to help hide his sockets from view as the hero of Vermillion shouldn't be seen as a monster with no eyes. The mask was quite odd looking it was black made with iron, and had holes all over it so you could still see his sockets if you look closely enough. The mask was made like this as to not allow enemies to think he was completely blind. With the mask came the black robes had dark purple lines that made the sigil of the Vermillion phoenix on the back. Finally came the next piece he would need. He was unable to receive the warrior blessing the more common form of a l'cie instead because of his vision problems he was gifted the rare ability of summoning. However to do that he would need to write a few spells on a empty book. So his father had gifted a fine hardcover empty tomb, and a fancy pen to lay ontop of it. It sounds weird, but it was how summoning worked well at least summoning things that weren't primals that involved a lot more work.
Gaius had heard the sound of footsteps near the door as soon as the bodyguard was in front of it. So right at the first knock he opened the door. He looked at her for a bit, or well it looked like he was looking at her anyways as he cleared his throat. "Forgive me for taking my time." His voice still had a rasp to it however there was little he could do when he got kicked in the throat, and more. His body which was bruised was slowly fading another gift of the l'cie. "Do come in." Despite the rasp of his voice, and the few remaining bruises he seemed not to be dwelling in his torture nor did he plan on doing so. Moving back he found his way to his bed, and turned his head to her again.
"I do not know what they told you of the process, but we had a little problem." Gaius pointed forward to a wall though his next words clearly meant he was trying to point at a chair. "Please sit down." He offered before he got ready to continue his tale. He didn't wait for her to speak before he continued. "As you can tell by looking at pictures of my fellow L'cie they all are missing one eye as that is a requirement, however the person went a little crazy on me, and well I'm missing boths eyes meaning I am very much completely blind." He told her despite the rasp in his voice he seemed to be the same prince. He was always known as being a straight to the point young lad. "Forgive me however I've yet to introduce myself, let me start over." With that the prince stood back up his bad right leg was clearly much better with the crystals blessing. "I am Pr-.... Or I guess I'm no longer a prince... I am l'cie number ten of the Vermillion line of heroes, Gaius Vermillion." He introduced himself, and gave a small bow to the woman.
