This thread, like all the others for NobNov is structured the same with an "Advice" Column as well as a "How It Works" column where are miniature staff and I are listed with a forum to fill out if you would like some custom advice or mentoring. So Character development can happen in any way you want. However, it has to make sense for the character to learn something or have something happen to them. It can't just happen out of the blue for instance a character can't just learn not be a push over if there was no lesson to be learned. Here's a few guidelines to develop your character:
Step 1: This is a simple step. All you have to do is figure out what your character looks like, what their name is, where they live, and what their personality is like. Although, I would make sure they don't look like perfect characters. How to avoid this is to not have the character be described as beautiful/handsome all the time once in a while they can be called beautiful/handsome but should be limited. It's important for them not to fall in the Mary-sue/Gary-sue type. Give them flaws with their looks or their personality, give them flaws that battle with their strengths.
For Example: Linda is an intelligent girl but she always shuts herself away from other people and keeps to herself.
Step 2: Once you figured out their traits give them a backstory. A backstory is very important it shows what your character has been through whether it was joyful or tragic. It will also show what their actions and also their flaws. Whether they will naive to a lot of things and clingy or angry at the world and shut people out with a a cold bitter shell that others would have to break. The possibilities are endless and you're the creator of this character and the one who creates their story that you tell with them.
Step 3: Once you tell their backstory and write a few chapters of what this characters personality and what their morals/choices are set too. You can now interject what happens whether it would be a person or something else that teaches them a lesson or make them understand what their doing isn't right or just torment them to have them say "I've seen things," whether it will be. If they did something that's not right then the consequences for these actions whatever it maybe. You're the mastermind of this book the possibilities, and you can do so much but make sure it makes since. Otherwise it maybe a little confusing.

It's totally up to you. You're the writer and you're the creator of the world and the characters you put in it.
