Do you totally blame the leaders for "banishing" SkyClan? I mean, imo it's more the Twolegs to blame than the leaders. I can understand not wanting to give up their Clans' territory. I mean, the Forest was smaller than the lake.

I think the leaders are partially to blame and some of them were even pretty harsh about it. ShadowClan even had the largest territory of the four Clans, yet they still refused to give it up.

I blame all of them except the medicine cats who were against the idea. They refused to listen to them which is pretty messed up... like aren't leaders supposed to hear out their meddies?? There was one leader who was sympathetic but I can't remember who it was.

I can kind of understand the leaders perspective. It is the middle of leafbare and they are being asked to give up some of their territory and risk their own Clan going hungry. But they didn't have to be so cruel about it.
What I never understood was, why did it have to be other Clan territory? Couldn't they move to that forest on the other side of ShadowClan?

They could/should have let skyclan break up into the rest of the clans if they really didn't want to give up territory
However, I blame the skyclan medicine cats: They received prophecies foretelling the destruction of the territory, and instead of telling anyone, or looking for a place to stay (Perhaps the territory north of ShadowClan, or the far side of the moor near highstones, just somewhere with the rest of the clans) they conspired to keep it secret from their clanmates, and their leaders. They knew about the coming destruction for generations

Basically yes, we can blame them, they could have easily helped SkyClan and given them some part of their territories, especially WC and SC, just enough to help SkC manage. They were only being selfish and horrible, jumping at the opprotunity to get rid of competition, so what I don't blame, is Cloudstar for turning his back on them and StarClan.

I blame ShadowClan and SkyClan themselves. Why? Because ShadowClan has loads of usable territory beyond their northern borders and SkyClan should stop being picky with their food if it means the survival of their clan

And, taking this to a side note, could it happen again? The current leaders seem pretty OK with SkyClan staying, but we still don't know where their territory will be and the same kind of issue could easily crop up again. I can totally see Rowanstar being more-than-reasonably suspicious and wary of the new Clan.
