Alright, I know everyone is gawking at this thread going, whah? Yes. This is about Dovewing and Twigpaw. Oh. And Ivypool and Violetpaw. No spoilers for Shattered Sky. Everything before that? Check.
First off, the reason I think they all have similar personalities.
Similarities- (Twigpaw & Dovewing)
-They both are aware that there is some big prophecy about them when they are very young.
-They both have been shown to think about family in the same way.
-They both have sisters.
-They both have sisters that more or less think the same way.
Should I go on? (Ivypool & Violetpaw)
-How about that Violetpaw is jealous of Twigpaw fitting in. Who does that remind you guys of? Ivypool. Duh. She was the same way with Dovewing.
-They both made bad choices about who to trust. Violetpaw's bad choice was the rogues. Ivypool's was the DF.
-They both (again) have sisters.
-They care about their sisters a lot and have fun with them.
Just to prove that they're all connected; Ivypool is Dovewing's sister. Ivypool mentor Twigpaw, who's sister is Violetpaw.
Does anyone else feel like Erin's couldn't come up with a more creative personality and just decided to reuse an old one in the new books? I sure do.

I don't think they're as similar as you make them out to be.
Dovewing doesn't care about family like Twigpaw does. Dovewing loves her sister, but throughout OOTS she hardly spends time with Birchfall and Whitewing at all. Twigpaw, on the other hand, desperately wants to find her parents and embarks on two journeys to find them. She adores her father and wants to listen to his stories and learn about SkyClan from him. Dovewing and Ivypool don't have that kind of bond with their parents.
as for "they both have sisters"... most cats have sisters. You could say they're similar to Ratscar because he has a sister, or they're similar to Tigerstar because he had sisters. Bluestar also had a sister. Just because they're two she cat siblings doesn't mean they're similar to Dove n Ivy.
Ivypool and Violetpaw have even less similarities.
I don't remember Violetpaw being jealous of Twigpaw at all, for any reason. Violetpaw doesn't even care about fitting in, so why would she be jealous? feel free to correct me if I'm wrong.
and Violetpaw never trusted the rogues. She was forced to live with them at first, then she chose to leave when things got too much for her. Then ShadowClan took the rogues in and she had no choice but to live with them (she could have moved to ThunderClan but she stayed for Needletail). She trusted Darktail for like .05 seconds before distrusting him again.
I mean, you could definitely draw some parallels between Ivy n Dove and Twig n Violet, like the prophecy thing you mentioned. Also, Dove and Twig have more "happy, naive" personalities and Ivy and Violet are darker and more serious. but I don't think they're as similar as people like to let on, and a lot of their 'similarities' have been stretched.

I don't see anything wrong or overused with the fact that they're using sisters again? What's the matter with it?

We've had the "two sisters" thing at least 4 times now-- Blue + Snow, Squirrel + Leaf, Ivy + Dove, and Violet + Twig. I totally understand the frustration, but I think people are kinda overreacting with how "similar" they are. Twigpaw and Violetpaw are not rehashes of Dovewing and Ivypool, they have a very different story under very different circumstances. You have to remember that this is Warriors we're talking about, not Game of Thrones. The Erins aren't known for being totally original master writers, lol. Not only that, but we're only halfway through the series. Twig and Violet have plenty of time to evolve into their own characters and branch off from where they are now.
