When you think about it the tribe of rushing water is communist because there is one leader that does every important thing besides going outside, also people do there job and they get food, that's it, basically communist. Oh and finally if you don't belive me, water is red and so is communist so TTORW is communist.

And for the clans I would say Socialist because although there is one main leader there are also different levels of recognition like senior warrior or medical cat, also when a leader dies another cat can challenge the deputy without breaking the code. Also each cat has more personality while the Tribe is more of a hive mind.

The Tribe only has a hive mind because that is how we see them through the eyes of our protagonist.
The Tribe is more or less a type of authoritarian government, as communism exists by virtue of stripping individuals of class in order to increase means of production. There are clear classes within the Tribe, half of which are not factored to production.
In short, a little less General Mao and a little bit more general meows.
